Under Magical Statute 956.3, subsection 38, your offices are to turn over all information regarding case 628-4-62-88 (BLACKWOOD, CIRCE) within 72 working hours of receipt of this subpoena. This includes testimonies, statements, and medical records. While medical records are kept by St. Mungos Hospital, a copy is kept in Ministry control as per MS 307.1.

Failure to do so will result in legal action taken against the Ministry.

Mr. Caruso-

Under MC 478.29, I am obligated to inform you of the following:

1. SYNOPSIS-
a. After high level review, the higher-level courts have decided to commute Ms. Blackwoods sentence, effective date to be announced within 96 working hours. Under this code, the signatories required are the Head of Magical Law Enforcement, delegable to Head of the Auror Office and Minister of Magic, delegable to the Senior Undersecretary.

b. After the commutation order is signed by the courts, the aforementioned departments are required to set a release date no later than the last day of the quarter, extended up to 30 days after the quarter for reasons of Magical Necessity, outlined in MC 688i.

c.  A counter injunction was filed by the Ministry to block the court order, but was thrown out for lack of sufficient new information. The point of contact for this injunction was Jack Greenberg, Auror Office.

2. RATIONALE-

The decision was made based on three factors:

a. While evidence of dark magic was present, there was no direct evidence of Ms. Blackwood using dark magic.

b. The arresting officer, Bailey McCormick, allegedly assaulted Ms. Blackwood in a way that the higher court feels may have caused her to admit to crimes she did not admit.

c. Most relevantly, paperwork filed on behalf of Ms. Blackwood for an appeal was not adjudicated within the mandatory window of 60 days due to being stuck in a folder regarding a different case.

3. TERMS OF RELEASE

a. Terms of release will be dictated under Magical Code 783, sections 82, 47.87, 17, and 13.6. Please note the Auror Office reserves the right to act on matters of public security, at the discretion of the Head of the Auror Office.

Sorry to drop this on you, but you're about to get a very official owl regarding something I've been trying to block- It might already be there.

As you know, on January 29th, 1957, a woman named Chloe Rose was murdered by a woman named Circe Blackwood. The arresting officer was Bailey McCormick. Due to what can only be described as murderous incompetence, an appeal resulting in Ms. Blackwoods release has been finalized, and the sentence will receive commutation, likely this spring unless I can come up with something.

Both Ms. Blackwood and the deceased Ms. Rose had children. Ms. Rose had a son, William, and a daughter, Sofia, and Ms. Blackwood has a daughter, Aurelia. All three are students of yours.

To ease the shock of these events, your office is being looped in for assistance.

a. Under MC 478.29, the living relations of ROSE, CHLOE are required to be informed of the release of the incarcerated.

b. Per MC 478.29-6, this notification is to be done by the Head Auror in person.

c. This memo is to serve that within the next 10 working days, a meeting will be scheduled between the mentioned parties.

As you can see, we're in a bit of a pickle. I'm required to inform Will and Sofia about their mothers murderers release in person. Because of the sensitive nature of this situation, I'm exercising my authority to allow both a social worker and their legal guardian to attend.
