No, there is no particular place he is associated with. Muggle school maybe

Biography: (100 words minimum.)
Caecilus Eastwood,
Born as a halfblood in a muggle society, his knowledge of wizardry and associated phenomena is very low. It became clear quickly his bright blue eyes and his wide smile was one to steal hearts from all the neighbors. The small build kid of three that played outside with what seemed to be a heart of gold. It was a relief for the neighborhood while the war darkened souls. The sounds of bombers and aerial alarms going off was a daily occurance.

His father, a simple baker was called up for duty, and just after Caecilus his birth in 1939 he had to leave. Leaving with one last wish for his wife to let Caecilus go to muggle school. Why this was his wish never came through, only a few months later the news came from his death at the front.

He was always deemed a softy at first, and it seemed to be a target on his back at first. His first few years in elementary weren't pretty, bullied by most, he became depressed at first, but was later hardened. The war didn't leave the kids in schools cold, and kindness became something, together with the image of their fathers in the war, somewhat of a sin. There wasn't place for being nice, but with the absence of a father figure, Caecilus kindly disagreed. Seemingly becoming more of an impulsive and dare-full kid, using his smile and laughter to get away with most of his wrong doings.

Even though Caecilus probably will not know before he is eighteen, the bullying, the muggle school, the entirety of living as a wizard among muggles, took a toll on her, apart from her dead husband.
Caecilus became her hope, her goal in life. It was obvious for Caecilus, something might have been wrong. Details however were abstained from him however.
Slowly but steadily she told him a little about their heritage and wizardry, but she kept it to a minimum as possible to avoid possible detection.

So Caecilus today is relatively a normal boy who always seems to have an agenda, brought up with manners and humbleness, but mostly with great interest for what might come for him when he is eleven.

Godric Park.

Overhead, the sky was a crisp blue, for once clear of the ever-pervasive spongy clouds and rain. The sun was a lemony-yellow presence, high in the Eastern sky, and in front of it zipped three broomsticks in a straight line, or something very like one. One... two..... three... the boys passed, their shouts of excitement echoing as they chased the snitch, a tiny shimmer reflecting the sunlight.

Far below was another, much smaller broomstick.

It trugged along the ground, hugging close to it like a sluggish choo choo train and occasionally shuttering in protest. This was because said stick was currently being occupied by a very small girl who was tugging upward on the front of it with all her might, trying to coax it into doing what it had been expressly designed NOT to do.

"John, I said wait up!" The tiny girl squealed, giving the broomstick another tug.

Begrudgingly, it drifted upward a foot, and then sank, depositing the troublesome girl safely on the ground. Janey Hurst was not pleased. In a huff, she hopped off the toy safety broom, grabbing it firmly and thrusting it handle first into the turf.

Her brother was such a beast. He NEVER let her play! She folded her arms, seething blue eyes fixing on another figure nearby.  "You!" She barked, much more sharply than she meant to.

"...Do you want to play?"

Roleplay Response:
Caecilus had looked up, his eyes gazing at what seemed to be the snitch and John. His eyes wide with interest and amazement. His mother had told him about brooms, but never had he seen them. Clearly he had a lot to learn, and the young bright boy was trying to figure out why and how this was all possible, he had contemplated for a bit, but he already had the answer... simple, it was magic. But for a boy that was brought up as a muggle he wanted to see the logic behind it.
"Why is it not math." Had he whispered to himself. Not much later the little girl had his attention, he made the quick assumption that the little broom was simply not big enough to actually go higher and slowly but steadily a laugh came on his face. The frustration of the little girl was something he understood all too well, but it also brought a smile to his face of disbelief. How could such a little girl be so mad while she was actually flying. He stared for a short moment, but he already had moved his gaze back at the much higher brooms flying over him.

It was the reason why the bark took him slightly by surprise. But he quickly regained himself. Upon the little boys face a smile erupted, and his eyes twinkled. It was as if he was the reason of the beautiful summer day for a moment. He nodded towards her with slight excitement in his voice.
"Play? Me? Sure!" He said confirming with a nod as if the two questions were completely intentional. However one expression came upon his face, it was a curious expression that was followed by a question, because for him... how did wizards play anyway. "What should we do then?"
