The Time Warp occurred on New Year's Eve 1974, and essentially just shifted every magical character back in time to New Year's Day 1937. Muggles were, for the most part, left behind, which means that Muggleborns and some Halfbloods found themselves missing a parent or two (and were obviously the most affected by the slide backwards in time).
It's been nearly 15 IC years since the Time Warp, and we'll be going into the 1951-52 term at the start of September.
Generally speaking, people have completely assimilated to the slide back in time by now, and their memories have adjusted to reflect that (though there'll still be the odd few who believe that the Time Warp really did happen).
Depending on the age of your new character, it's possible that the Time Warp plot may not affect you at all. If Lecia was born either in or after 1937, she wouldn't have been affected. (If she was born before that, and had any Muggle family members, they would have been lost to the Time Warp.)
